(Or you could just remove "a" to make it, "was long and costly for families".<br />You have some vivid images here that twigged my memory too! It's very conversational, easy to read. You describe things well, so I get a good picture.<br /><br />Second, I see the value in naming places. I, too remember Jasper Place. I can see the metal slats on the 5th St bridge. (Can you describe that more clearly, that the whole bridge deck was slats so you can see the river below? That didn't quite come through.)<br /><br />Most of all, I love your plan of attack. So many of us get stuck on writing memoir because it feels so daunting. But taking memories and writing each as it's own vignette is brilliant. They can be put in order as they are created, and each is a joy to write, instead of a chronological task.
